  Saint-Laurent Pipeline

  The Saint-Laurent Pipeline project involved building a 242-km pipeline between Lévis and Boucherville in order to connect the Jean-Gaulin Refinery and the Montreal East Valero Energy terminal. The pipeline crosses 4 administrative regions, 32 municipalities, 10 MRCs or equivalent territories, and 5 of the UPA’s regional federations. Landowner relations is an essential aspect of any project located on private lands where easements are required. Groupe Conseil UDA’s liaison officers quickly met with landowners on behalf of the project developer. Their goal was to inform owners of the nature of the project, the potential impacts on the use of their property, and measures implemented to reduce or compensate for these impacts. The agents also had to negotiate access rights for the developer. The ability of the teams to efficiently provide the necessary information enabled them to quickly answer any questions, concerns, and requests from owners, making it easier to obtain signatures for easements.

• Landowner Relations

  Energy East Pipeline

  The Energy East Pipeline was to be the largest pipeline in Canada, with a 4,600-km pipeline connecting Alberta to New Brunswick. In Quebec, the project included a 650-km pipeline, 10 pump stations, 2 delivery stations, 107 block valves, permanent access roads, as well as temporary installations and infrastructures. Approximately 2,100 landowners were expected to be impacted by the project. Groupe Conseil UDA’s liaison officers quickly personally got in touch with these owners to explain the project in detail and obtain the access authorizations for the technical and environmental samples required and to undertake negotiations for the acquisition of rights.

• Landowner Relations

  Gazoduq Project

  The Gazoduq project aimed to build a new 780-km pipeline to transport natural gas between the TC Énergie network in Ontario and GNL Québec’s future liquified natural gas complex in Saguenay. Group Conseil UDA was hired to act as the project’s main environmental advisor. Even though most of the project was located on public areas, certain segments of the pipeline were located on private grounds, with about 150 property owners impacted by the project. The relationship with these owners mainly involved presenting them the nature of the project, the anticipated effects on their property, and the measures implemented to reduce or compensate for these impacts.

• Landowner Relations

  Saint-Sébastien extension

  The Saint-Sébastien extension project located in Saint-Sébastien and Pike River was intended to meet the growing demand for natural gas by increasing the capacity of the current network and consolidating it in the area. The project entailed an extension of an exiting conduit over a distance of about 4 km and the implementation of above-ground infrastructures. Approximately 10 landowners were impacted by the project. Group Conseil UDA’s mandate included obtaining access rights to collect various technical and environmental samples and to undertake negotiations for the new easements required and for connected infrastructures.

  EDF EN Canada Project

  For EDF EN Canada’s project to develop a wind farm, Groupe Conseil UDA’s liaison officers were mandated with renewing 14 existing easement agreements and acquiring 45 new ones. The task was successfully undertaken in less then three weeks thanks to an online platform that provided a way to monitor the signatures in real time.

• Landowner Relations

  Awareness program for companies

  Groupe Conseil UDA has developed an awareness campaign designed for owners whose land will house part of a pipeline. This program ensures experts can meet owners to share the best practices and procedures in proximity of the pipeline in order to ensure the integrity of the project. Groupe Conseil UDA’s liaison officers contact each landowner at least once every three years to remind them about the pipeline on their land and to help them understand the best practices.
